I see a lot of folks asking about using video backgrounds, the issues with youtube suggested videos showing, and phone limitations. Here is an example of a GIF in a background. The file is 1mb versus a 4mb MP4 file. You also do not need to set the image fallback, so that saves a double load. I created the GIF in Ps using new/import files as frames and selected my mp4. You must keep these small the five-second rule applies here, and down to about 644×480 size, so do not go for high quality. You can use these in a column as well, not just a section like a video file. And yes.. it works on popups.
